Pueblo City Council members say they found City Manager, Jerry Pacheco, did not violate any laws or city policies in their own investigation into the allegations surrounding their top administrator.

Pacheco is accused of having an affair with a subordinate, abusing his power as the City's Top Administrator and misusing city property. Council members refused to take questions after the meeting.
